    This is a federal agency that really doesn't care about its local community. When I actually made it during their work hours 8-4, the only individual present, I'll call her Lucy, said there was no availability for disabled families, and if the list opened, I would experience a 1-3 year wait. Period. I asked when it would reopen, because I spent six years on your wait list from 2008 to 2014. Lucy had no idea. I asked if there were emergency funds? Lucy stated, from her desk, she couldn't be bothered to come speak to me at the counter. "Lucy" says, "No we never get them". When I asked what housing help is available, she shrugged her shoulders saying she had no idea, the homeless shelter was her stated option. Lucy said all the money was spent (it was February 2017), you might possibly need a better grant writer if all your money is gone by the second month of the year. I know the fiscal season runs October to October. Which means within 4 months your fiscal year budget money is completely gone? Yet the proper amount is allocated so your STAFF is paid year round. I don't undestand how all funds were exhausted already, but upon asking, "Lucy", who was in no way hospitable and actually rude, told me to go to a homeless shelter. I've been on disability since 2013. Thanks so much for the welcoming attitude "Lucy" dispenses, it was patronizing and demeaning. The only other individual there, a woman, presumably waiting for her appointment, all her paperwork in her lap, who was making eye contact with "Lucy" and both laughing at me, apparently because i knew so little about so much, with "Lucy". I perceive this as a confirmation that watching someone else be belittled, was way more thrilling then being the target itself. I wondered if this happened to her before? It was clear, she wanted to totally prove her alliance with "Lucy", so she most likely wouldn't be on the receiving end of the same disdain. The hours you are open do not accommodate working individuals and the front doors are locked as soon as the aspect of 4 o'clock is near. Today I was in my home from your office by 4:03? It was 3:59 when I walked thru my doors from visiting your building on Monday. I just need 2 minutes to pick up the paperwork. Why can't you leave the front doors to your atrium open, until 5 when staff leaves? So that people like me, without computer access and difficulty getting a ride, can walk in those front doors, while the office remains locked, and staff is SAFELY removed from any public interaction, yet the public can pick up the paper work? This would allow people to get the paperwork they need from the pedastal stand, outside your locked inner office doors, but in your "atrium'. Which I have hopefully gazed upon from the outside, for five days this week. Because I was three minutes before closing, and one minute after closing. Deductively it appears you are not really concerned about the inherant frustration of this process, to everyone exposed to it, (those who need services, and everyone who works in it), to the harsh machinations of bureaucracy. I'll change my rating if I find out you are REALLY trying to make your services accessible to the entire community next week. In not much larger towns/cities, the goal is to get your services in the hands of your community as effectively as possible. I've even seen split shifts created to be FAIR to everyone in the service loop. Split the shift up, 8-12, close for lunch and one hour for your own employees to take care of personal business, then re-open from 2-6. This helps the community and opens job sharing choices for your staff.

    As long as your a minority. HUD will allow you to commit housing fraud. I know someone who is abusing the system and they don't care. Even with proof.
